This report is the result of a gathering of 20 local leaders from across the country who came together to form the National League of Cities Housing Task Force, chaired by Washington, D.C. Mayor Muriel Bowser to address the housing crisis in America. The report provides an analysis of the factors that have contributed to the housing crisis, provides case studies of cities implementing innovative solutions, and offers recommendations for both local and federal leaders. These recommendations include supporting the needs of distinct sub-populations including the homeless, seniors, and the formerly incarcerated; targeting wraparound support services; and reducing or eliminating restrictions on access to public housing that go beyond federal mandates for those with conviction histories.
