States Miss Chances to Help Youth in Justice System Find Work

State juvenile correctional agencies do a poor job of preparing youth in the juvenile justice system for employment, The Council of State Governments Justice Center says in a new report. States miss opportunities to help youth get critical career skills to overcome hurdles they face seeking jobs, the center says. Based on a survey of all states, the report says that 42 do not offer the full array of available services. Only 11 states use federal funds available for this purpose under the Workforce Innovation and Opportunity Act.
